The individual serving as Program HSE Manager (HSEM) for Saudi Arabian infrastructure will receive this specific assignment.
The HSEM holds several main duties as part of their role.
- The Health and Safety Management Plan must include all safety requirements for designers and contractors together with compliance duties and reporting obligations and responsibilities for training and communication.
- The Program Manager together with Leadership will receive KPI recommendations from this position.
- The team will evaluate design submissions to verify the inclusion of sufficient safety-in-design components which boost future passenger along with tenant and O&M staff safety standards.
- Senior Project Managers together with project teams receive health and safety management support services from you through collaboration
- The project team needs access to health and safety resources that will help them execute tasks from design to construction to commissioning.
- Project managers require input from evaluators regarding health and safety risks. An evaluation of potential risk impacts must be followed by the creation of appropriate risk mitigation strategies.
- The site supervision consultant health and safety performance should be evaluated on a continuous basis with verification of all needed corrective actions. Health and safety programs of contractors need to meet all Program requirements.
Join and assess safety training sessions that contractors deliver to new employees. - The project manager must review health and safety reports which Site Supervision Consultants and
- Program Manager safety officers prepare. Inspect accidents to identify patterns which require necessary corrective actions. Safety work stoppages must be ordered when necessary. The Program contractors need to receive information about learned lessons.
- Help project teams with designers when facing complex health and safety challenges.
- The project teams will get necessary health and safety support through annual resourcing plans that will be prepared.
- The Program monthly progress reports should include a review of health and safety information. The team provides essential information to Program leaders regarding performance outcomes for established KPIs.
- The contractor work camp facilities should be inspected to ensure they meet health requirements. The project should verify that workers have access to necessary facilities such as recreation areas and medical and religious services.
- Project personnel need to conduct surprise health and safety checks.
A safety recognition system needs to be established for monthly operations. - Health and safety operations must be treated as primary concerns within every Program component.
- The Program should receive support through funding that enables health and safety management education for its professional development activities.

- Have experience serving as an essential member on integrated project teams between employees from client organizations and program and project management teams.
- The candidate has proven skills in data evaluation and trend identification followed by action plan development and implementation for project performance enhancement.
- Holders of Engineering / Science degrees in Loss Prevention or Risk Management or Fire Protection or equivalent Engineering fields combined with noteworthy HSE background experience qualify.
- A formal audit qualification in lead auditor ISO 450012018 or equivalent should exist.
- Professional Occupational Safety accreditation with NEBOSH diploma or equivalent.
- Senior level position with broad technical and HSE skills with full understanding of project execution and project management
- Minimum of 10 years’ experience in the large/complex infrastructure construction in HSE field. The candidate must have previous experience working in Gulf Cooperation Council (GCC) locations.
- Strong knowledge of Industry HSE Standards & Specifications.
- The position demands knowledge regarding construction building elements together with materials and systems alongside trade practices.
